Companies that import or export waste to, from or through the Netherlands can turn to the Human Environment and Transport Inspectorate , EVOA / TFS office. The Human Environment and Transport Inspectorate implements EEC Regulation 1013/2006 on shipments of waste within, into and out of the European Union. You must comply with the Waste Shipments Regulation (WSR) if you wish to import waste from, export waste to or transport waste through a European Union member state.
The Regulation sets out the procedures for cross-border shipments of waste. One of the possible procedures is that a permit is required. The type of permit depends on the nature of the waste that you wish to transport across the border, the method of waste processing and the country of destination. To acquire this permit you can send a notification of the proposed waste shipments to the Human Environment and Transport Inspectorate, EVOA / TFS office. See also the Regulation 1013/2016 (WSR) consolidated version of 1-1-2018.
For a detailed instruction how to submit a notification, please consult the Guideline for Submitting a Notification.
WSR notifications may take longer
Of late, WSR notifications take longer than the indicated WSR timeframe. The Human Environment and Transport Inspectorate is sorry for any inconveniences this may have caused and is working hard to solve the problem. However, this may take some time. We ask you for your patience and understanding.
Notify the Inspectorate 4 months in advance
Due to this situation, please, send in new notifications in plenty of time , preferably 4 months before the first date of shipment. After reception the inspectorate will send you a confirmation by e-mail. However, it may take up to 6 weeks before your notification will be dealt with.
To avoid any extra delay, please provide all the necessary information correctly and at the same time. If you have any questions or remarks, please, contact the Human Environment and Transport Inspectorate.
To submit a notification for export of waste from the Netherlands, you need official documents (a notification document and a movement document).
You can complete these documents using the 'digital notification advisor' (DNA). The DNA provides a digital application to fill in the documents digitally. A set of unique numbers for the notifications will be provided with the DNA.
If you want to use the DNA, or you need more information, please send an e-mail to email@example.com.
Tabs to use
In order to help you compiling a notification dossier, we also made available a set of tabs (in Dutch). Using this set in a dossier may speed up the handling of the notification by the different authorities.
