Bouwstoffen (building materials) is the collective name for stone-like materials used in construction and infrastructure development. The rules for building materials are laid down in the Besluit bodemkwaliteit, BBK (Soil Quality Decree) and the Besluit Activiteiten leefomgeving, BAL (Environmental Activities Decree). The Human Environment and Transport Inspectorate (ILT) oversees this in various ways.

Building materials include bricks, asphalt, bottom ash, concrete blocks, steel slag, clay and rubble granulates. The ILT oversees the production of building materials. Their use is often the responsibility of a gemeente (municipality), waterschap (water board) or Rijkswaterstaat .
Environmental declaration of soil quality
Transactions involving building materials may only be carried out with an accompanying Milieuverklaring bodemkwaliteit, MVB (environmental declaration of soil quality, in Dutch). The ILT monitors whether these declarations meet the requirements.
Types of declarations
There are 3 types of environmental soil quality declarations (in Dutch) to demonstrate the quality of a building material:
- A declaration based on batch testing.
- A recognised quality declaration.
- Manufacturer's self-declaration.
