The services related to the certification of pilots (FCL), air navigation service providers (ATCO, FISO and ASO) and aircraft maintenance engineers (AML) in the Netherlands were transferred from Kiwa Register (Kiwa) to the Civil Aviation Authority the Netherlands (CAA NL) on 1 June 2025. Find out what this transfer means for applicants and licence and rating holders.

Applications submitted to Kiwa

If you have submitted an application to Kiwa, CAA NL will process your application. Kiwa has forwarded all pending applications to CAA NL.

Please take into account that the processing time may be longer than you are used to.

Please note: to process all applications as quickly as possible, CAA NL cannot currently answer questions about the status of your application. Thank you for your understanding.

Information and application forms

You can now find information about individual licences, including related application forms, on the ILT website. This information is also available in Dutch: brevetten en certificaten luchtvaart. Please read the information on our website before contacting us with any queries.

Expected processing times

CAA NL started processing new applications on 10 June 2025. Please be prepared for longer processing times during and shortly after the transition.

The Government of the Netherlands must make a decision within 8 weeks of receiving the application, according to the Algemene wet bestuursrecht, AWB (General Administrative Law Act, in Dutch). If an extension is necessary for your application, CAA NL will notify you.

Expected processing times in February 2026

In February 2026, the processing times are as follows:

ATCO, FISO and ASO applications
The processing time is within the legal period of 8 weeks.

FCL applications
The processing time is 16 weeks: the legal period of 8 weeks plus an extension of 8 weeks.

AML applications

  • For renewals, suspensions, licence transfers from the Netherlands to another country, applications for a duplicate and amendments, the processing time is within the legal period of 8 weeks.

  • For other applications, the processing time is longer than the legal period. CAA NL will notify you about the expected processing time. This depends on how complex the application is.

Changes to the application process

Kiwa’s pdf application forms have been replaced by online application forms. You must complete the online form, upload attachments and submit the application online.

Where to find the new forms

The online application forms are available on the CAA NL website under application form overview and on the specific information pages for each application type:

Information pages in English will become available in the following weeks. Please refer to this page for up-to-date links to the information pages.

Please note: The ILT does not accept any applications using the old Kiwa forms.

Fees: no VAT

In the short term, the application fees will remain unchanged. However, as a government organisation, CAA NL does not charge VAT. This means that from 1 June 2025, applications for FCL, ATCO, FISO, ASO and AML will not be subject to 21% VAT. CAA NL aims to ensure fees are cost-effective and will reassess them. This means fees may change in the future.
