Transfer of aviation certification services from Kiwa to CAA NL

The services related to the certification of pilots (FCL), air navigation service providers (ATCO, FISO and ASO) and aircraft maintenance engineers (AML) in the Netherlands were transferred from Kiwa Register (Kiwa) to the Civil Aviation Authority the Netherlands (CAA NL) on 1 June 2025. Applications submitted to Kiwa

Your application will now be processed by CAA NL. If you have not yet received an invoice for your application, you will receive it from CAA NL.

During the transition of aviation certification services from Kiwa to CAA NL, there will be a period in which new applications cannot be processed. Unexpected situations during this period may also affect processing times. Please be prepared for longer processing times during and shortly after the transition.

In order to process all applications as quickly as possible, the ILT is currently unable to answer any questions about the status of applications. the ILT apologises for any inconvenience this may cause.

Information and application forms

You can now find information about individual licences, including related application forms, on the ILT website. This information is also available in Dutch: brevetten en certificaten luchtvaart. We kindly request that you read the information on our website before contacting us with any queries.

Transition period

A transition period was in place to allow the transfer of aviation certification services from Kiwa to the ILT. During this time, new applications for FCL, ATCO, FISO, ASO or AML could not be processed. The transition period was required to finalise pending applications with Kiwa and to migrate the information and communication technology (ICT) systems to the ILT.

Applications that were still being processed on 1 June were automatically transferred from Kiwa to CAA NL. All communication about your application is now handled by CAA NL. 

Expected processing time

CAA NL started processing new applications on 10 June 2025. Please be prepared for longer processing times during and shortly after the transition. The government must make a decision on the application within 8 weeks, according to the Algemene wet bestuursrecht, AWB (General Administrative Law Act, in Dutch).

Changes to the application process

Kiwa’s pdf application forms have been replaced by online application forms. You must complete the online form, upload attachments and submit the application online.

Please note: The ILT does not accept any applications using the old Kiwa forms.

Fees: no VAT

In the short term, the application fees will remain unchanged. However, as a government organisation, CAA NL does not charge VAT. This means that from 1 June 2025, applications for FCL, ATCO, FISO, ASO and AML will not be subject to 21% VAT. CAA NL aims to ensure fees are cost-effective and will reassess them. This means fees may change in the future.
