Transfer of aviation certification services from Kiwa to CAA NL
The services related to the certification of pilots (FCL), air navigation service providers (ATCO, FISO and ASO) and aircraft maintenance engineers (AML) in the Netherlands will be transferred from Kiwa Register (Kiwa) to the Civil Aviation Authority the Netherlands (CAA NL) on 1 June 2025. Find out what this transfer means for applicants and licence and rating holders.
Please note: This information applies to individual applicants. If you are submitting applications for pilots, air navigation service providers or aircraft maintenance engineers on behalf of an organisation, different procedures may apply. CAA NL has informed major organisations accordingly. Transition period
A transition period will be in place to allow the transfer of aviation certification services from Kiwa to the ILT. During this time, new applications for FCL, ATCO, FISO, ASO or AML can not be processed. The transition period is required to finalise pending applications with Kiwa and to migrate the information and communication technology (ICT) systems to the ILT.
Applications that are still being processed on 1 June will be automatically transferred from Kiwa to CAA NL. You do not need to take any action. From this date, all communication about your application will be handled by CAA NL.
Submit your application to Kiwa before Monday 12 May. If this is not possible, wait until after 2 June and submit your application using the online form from CAA NL (available from 2 June on the ILT website).
From 12 May, Kiwa will no longer process new applications. Kiwa will transfer any applications received after this date to CAA NL. These applications will then be processed from 10 June.
Our advice:
Submit your application to Kiwa before 12 May.
If that is not possible, wait until after 2 June and submit your application using the online form from CAA NL (available from 2 June).
Please note: If you submit your application to Kiwa after 12 May, you should expect a significantly longer processing time. CAA NL may extend the legal processing time for these applications to up to 16 weeks.
From Monday 2 June, applications for pilots, air navigation service providers and aircraft maintenance engineers must be submitted to CAA NL using online forms. Any applications still being processed by Kiwa will be transferred to CAA NL.
Please note: CAA NL will start processing applications from 10 June 2025 onwards. Allow for a longer processing time.
From 10 June, CAA NL will begin processing new applications and continue to process existing applications. Due to the transition period, processing time may be longer than you are used to.
Expected processing time
During the transition of aviation certification services from Kiwa to CAA NL, there will be a period in which new applications cannot be processed. Unexpected situations during this period may also affect processing times. Please be prepared for longer processing times during and shortly after the transition. The government must make a decision on the application within 8 weeks, according to the Algemene wet bestuursrecht, AWB (General Administrative Law Act, in Dutch).
From PDFs to online forms
Kiwa’s PDF application forms will be replaced by online application forms. From 2 June 2025 onwards, you must complete the form, upload attachments and submit the application online.

Please note: Kiwa’s application forms must no longer be used after the transition of certification services from Kiwa to the ILT.
Fees: no VAT
In the short term, the application fees will remain unchanged. However, as a government organisation, CAA NL does not charge VAT. This means that from 2 June 2025, applications for FCL, ATCO, FISO, ASO and AML will not be subject to 21% VAT.
Please note: CAA NL aims to ensure fees are cost-effective and will reassess them. This means fees may change in the future.

You must upload the required attachments directly in the online form. Large files can also be uploaded. Ensure you have all the required attachments ready as electronic files, as it is not possible to save your application and return to it later. Yes. The required attachments are mandatory under national and international law and remain the same. In some cases, you must upload an additional declaration with your application. For example, if CAA NL requires a signature from an examiner or instructor. Please note that each form only requires 1 signature.

Yes. For the time being, CAA NL will continue to accept the AML logbooks previously made available by KIWA. From 2 June, new AML logbooks will be available for download on the ILT website. If you are starting a new logbook, you can use the new logbooks from that date.
Online forms offer several advantages: they guide you through the questions step by step, mostly show the questions that are relevant to you, and alert you to any missing information, reducing the chance of errors. You can also upload attachments directly, and you will immediately receive an automated confirmation at the email address you provided with your application.

If the case officer has any questions about the content of your application or the attachments you have uploaded, they will contact you by email or telephone.
On the online form, you can indicate where the invoice should be sent. You must fill in the correct invoice details and attach an authorisation from your employer if they will pay for your application.
If you have indicated that your employer is paying for the application, we will start processing your application immediately without waiting for payment to come through. Your employer will get an invoice at the end of the month for all applications.
If you are paying for the application yourself, CAA NL will only start processing your application once payment has been received. You will receive a payment request after submitting your application.
No, CAA NL does not offer an express or priority service. All applications are treated equally. However, CAA NL is working on making its processes more efficient, which may result in faster processing in the future. To help reduce delays, we advise submitting your application on time and in full, using the information provided on the ILT website (in Dutch) from 2 June 2025.
