National and international legislation on waste
When arranging waste shipments in, from or through the Netherlands, you must comply with national and international laws and regulations.
The European Waste Shipment Regulation, EWSR is known as Europese Verordening Overbrenging Afvalstoffen, EVOA in the Netherlands.
National regulations
Rijkswaterstaat's Landelijk Afvalbeheer Plan, LAP (National Waste Management Plan) sets out the policy in the Netherlands with respect to the import and export of waste.
International regulations
Regulation (EC) No 1013/2006 on shipments of waste
The EWSR was revised on 20 May 2024. Regulation (EU) 2024/1157 replaces Regulation (EC) No 1013/2006 in phases.

Regulations for non-OECD countries
The Regulation (EC 1418/2007), including updates 2008 (EC 740/2008) and 2009 (EC 967/2009), sets out the procedure for the export of waste to countries that are not members of the OECD under Regulation (EC) 1013/2006 and Regulation EC No. 837/2010.
