If you live near an N-weg (national road) in the Netherlands and you are bothered by traffic noise, first submit your complaint to Rijkswaterstaat. If you disagree with Rijkswaterstaat’s response, you can escalate your concern by notifying the Human Environment and Transport Inspectorate (ILT).

Requirements

First report the noise nuisance to Rijkswaterstaat using their contact form. In order to escalate your concern and process your notification, the ILT also requires Rijkswaterstaat’s response.

Please note: If you are experiencing traffic noise from another road in the Netherlands, such as a municipal or provincial road, please contact the authority that manages that road. This is usually the gemeente (municipality), the provincie (province) or, in some cases, a waterschap (water authority). Find out who the road authorities are (in Dutch)

Required attachments

You must upload several attachments with your online notification. Please gather the following documents before starting your notification:

  • Your report to Rijkswaterstaat.
  • Rijkswaterstaat’s response.
  • Your explanation of why you disagree with Rijkswaterstaat’s response and what you are asking the ILT to do.

Submitting a notification

Notify the ILT about noise pollution using the online form Melding geluidsoverlast door wegverkeer op rijkswegen.

After submitting your notification

  1. You will receive an automatic email confirming that the ILT has received your notification. The email will contain a link to your notification, allowing you to make amendments later if required.  
  2. If any information is missing, the ILT will ask you to provide additional details.
  3. Once your notification is complete, the ILT will begin investigating your complaint.
  4. There are several possible outcomes:
    • Rijkswaterstaat’s response is correct. The ILT will explain why. The ILT will then close your file. 
    • Rijkswaterstaat’s response is incorrect. The ILT will then conduct a further investigation and inform you of the outcome.
  5. The ILT will keep you informed of the progress of your notification by email.
