Search and Rescue (SAR): passenger ships reporting requirement
Seagoing vessels carrying more than 12 passengers must provide details of those on board to the Kustwacht (Netherlands Coastguard). This Search and Rescue (SAR) report is submitted through the Maritime Single Window (MSW).
Sailing vessels and recreational fishing vessels that cannot report through the MSW must continue using the previous counting and registration system.

When to submit a SAR report
Seagoing passenger ships carrying more than 12 passengers must submit the SAR report:
- Before arriving at a port in the Netherlands, if the previous port was outside the European Union (EU).
- When departing from a port in the Netherlands, regardless of the destination.
Which information to provide in a SAR report
The SAR report must include the total number of persons on board, including both passengers and crew members, along with the following details for each individual:
- Name
- Gender
- Nationality
- Date of birth
- Information provided by the person regarding special care or assistance needed in emergency situations
How to submit a SAR report
The ship’s captain, agent or operator must submit the SAR report electronically through the MSW. The Douane (Dutch Customs) manages the MSW in the Netherlands.
Why submit a SAR report
The SAR reporting requirement aims to facilitate rescue operations. As of 21 December 2023, this requirement has replaced the previous passenger registration requirement.
The Human Environment and Transport Inspectorate (ILT) monitors compliance with the reporting requirement in the Netherlands. Failure to comply is a criminal offence.
