If your organisation wants to set off fireworks in the Netherlands, your organisation will need a toepassingsvergunning (discharge permit). You can apply for this permit through the Human Environment and Transport Inspectorate (ILT).

Requirements

A discharge permit is required for all organisations that want to set off fireworks in the Netherlands. This applies to the following types of fireworks:

  • Consumer fireworks
  • Professional fireworks
  • Pyrotechnic articles for theatrical use

Please note: every time your organisation wants to set off more than 200 kilograms of fireworks, you must also request permission from the Province in which you wish to do so. This is called ontbrandingstoestemming (ignition permission). Go to the relevant Province's website to read how to apply for ignition permission. If your organisation wants to set off less than 200 kilograms of fireworks, you only need to notify the Province.

Conditions

You can only apply for a discharge permit if you have a persoonscertificaat vuurwerkdeskundige (individual certificate for fireworks experts) certificate of competence issued in the Netherlands by Kiwa. Required attachments

You must upload several attachments with your online application. Gather the following documents before you start your application:

  • An insurance policy with coverage of €2,500,000 per event. The policy must clearly state that working with fireworks is covered by the insurance. If you have insurance outside the Netherlands, you must also upload proof that the insurer is authorised to operate in the Netherlands.
  • A copy of your KIWA individual certificate for fireworks experts.
  • A Verklaring Omtrent het Gedrag, VOG (Certificate of Good Conduct) issued by the Municipality in which your organisation is established. The VOG must not be older than 6 months.
    • If you are not resident in the Netherlands, you must upload proof that you hold a Certificate of Good Conduct in the country where you are based.
  • If your organisation is not registered in the Netherlands, you must upload proof that you carry out the activities in the Netherlands for which you are applying for a licence. Such as proof of Chamber of Commerce registration in the country where your business is based.

Costs

Applying for a discharge permit is free of charge.

After submitting your application

  1. You will receive an automatic email confirming that the ILT has received your application.
  2. If any information is missing, the ILT will ask you to provide additional details.
  3. Once your application is complete, the ILT will begin processing your application. It takes approximately 8 weeks to complete your application.
  4. You will receive the decision by email. If your application is approved, you will receive the discharge permit by email.
  5. If you disagree with the decision, you can submit an objection.

Validity

The discharge permit is valid for up to 5 years.
