If you expect to supply more than 500,000 litres per year of liquid marine fuel oil from the Netherlands to seagoing vessels from 1 January 2026 onwards, you are required to register your organisation with the Human Environment and Transport Inspectorate (ILT).

When to register

Submit your registration before the first delivery in 2026. When you submit your registration, you will receive login details for an eHerkenning. This is a digital identification tool used by organisations in the Netherlands. You will need these login details for the mandatory quarterly reporting of marine fuel oil deliveries to seagoing vessels.

Required attachments

You will need to upload attachments and complete details for your registration. Before you start your registration application, gather the following:

  • Proof of Chamber of Commerce registration in the country where your business is based.
  • Trade name or names under which you deliver fuel oil to seagoing vessels and which you state on your bunker delivery notes (BDNs).
  • Telephone number and email address at which the ILT can reach you.

How to register

Apply for registration and eHerkenning login details using the online form Registration for supplying fuels to seagoing vessels.

  • If your organisation is registered with the Kamer van Koophandel, KVK (Chamber of Commerce) in the Netherlands use the “Log in with eHerkenning” option to fill in the online form.
  • If your fuel oil supply organisation is established outside the Netherlands and registered elsewhere use the “Fill in manually” option to fill in the online form.

Costs

Registration as a supplier of fuels for maritime shipping is free of charge.

After submitting your registration

  1. You will receive an automatic email confirming that the ILT has received your application.
  2. If any information is missing, the ILT will ask you to provide additional details.
  3. Once your registration has been submitted, the ILT will begin processing your registration. It takes approximately 8 weeks to complete your registration.
  4. When the ILT has approved your registration, you will receive the following by e-mail:
    • Confirmation that you are registered.
    • Request to report deliveries on a quarterly basis.
    • eHerkenning login details that you need to report deliveries on a quarterly basis.
  5. The ILT will publish your company name in the overview of suppliers of marine fuel oils.

Validity

Your registration and login details for eHerkenning remain valid until you deregister with the ILT.

If your company details change or you cease supplying marine fuel oils to seagoing vessels in the Netherlands, please notify the ILT immediately. To do so, use the online form Melding registreren brandstofleveranties in de zeevaart.
