Passenger rights for travellers on railways in the European Union (EU) fall under Regulation (EU) 2021/782. Train operating companies (TOCs) must comply with these rules. In the Netherlands, the Human Environment and Transport Inspectorate (ILT) ensures that TOcs comply with the EU rules.
