The Human Environment and Transport Inspectorate (ILT) assesses applications for the approval of training courses for seafarers in the Netherlands. During an on-site audit, the ILT attends a training session to assess its quality. The ILT then decides whether the training course is approved.
What the ILT evaluates
If you have submitted your application for the approval of a training course for seafarers, the ILT can arrange an appointment with you for an audit. The audit focuses on 2 main aspects:
- Knowledge transfer during the training.
- Quality management within the organisation. For this, the ILT focuses on the requirements set out in Article 11 of Directive (EU) 2022/993 on the minimum level of training of seafarers.
The scope of an audit may vary, for instance, depending on previous audits for other training courses at the same institution.
Outcomes
When you apply for the approval of a training course for seafarers, you will always receive an outcome. This is also referred to as a decision. The ILT will discuss the audit results with you.
If the decision is positive, you will receive approval, provided that you continue to meet all requirements. This includes maintaining a certified quality system.
A positive decision may include required improvements. In this case, the ILT will agree with you on the required improvements and the timeframe for implementation. You must usually implement the required improvements within 3 months.
You may also be granted provisional approval. This approval is valid for less than 5 years. Within this timeframe, you must submit a new application for approval.
If you do not implement the improvements as agreed, or fail to do so on time, the training course will not be approved, or the ILT will revoke the existing approval.
The ILT will not approve your training course if:
- The required documentation is not in order 1 week before the audit.
- The ILT identifies serious deficiencies during the audit. These deficiencies may relate to poor knowledge transfer or inadequate quality management.
