If the transport of dangerous goods does not meet the requirements, the transport regulations allow for the following options.
Applying for an exemption, authorisation or approval
The respective omgevingsdienst (environmental service) in the Netherlands must be involved in the transport of dangerous goods except for those goods being transported by air. Always check with the environmental service first to see how you can comply with the transport requirements.
In exceptional cases, you can apply to the Human Environment and Transport Inspectorate (ILT) for an exemption, authorisation or decision. How you do this varies depending on the mode of transport.
- Road transport:
Use the online form Application exemption transport of dangerous goods by road (ADR). - Rail transport:
Use the online form Application exemption transport of dangerous goods by rail (RID). - Inland waterway transport:
Use the online form Application exemption transport of dangerous goods by water (ADN).
For the transport of dangerous goods in tankers, which is normally prohibited, a special authorisation (English) may be granted under certain conditions. In the Netherlands, as a consignor or carrier, you can apply for a special authorisation from the ILT by e-mail. - Sea transport:
Use the online form Application exemption transport of dangerous goods by sea (IMDG).
For mixed loading in the same loading unit, use the online form Application decision joint loading of dangerous substances or explosives with a seagoing vessel. - Aviation:
Use the online form Application for an exemption or approval for the transport of dangerous goods by air (ICAO).
Costs
The fee for processing your application is specified in the Regeling tarieven transportsectoren (Transportation Sectors Tariffs Scheme, in Dutch):
- Tariff for road transport, rail transport and inland waterway transport (Article 5.3).
- Tariff for maritime transport (Article 3.55) and tariff for mixed loading (Article 3.54).
- Tariff for air transport (Article 2.21(f)).
