You have received a positive decision from the Human Environment and Transport Inspectorate (ILT) for your waste shipment that transits the territories of the Netherlands, but want to change your notification. This is possible as long as the changes do not substantially alter the waste shipment. If you submitted your notification before 21 May 2026, you can use the form on this page to submit a change request to the ILT.

The European Waste Shipment Regulation, EWSR is known as Europese Verordening Overbrenging Afvalstoffen, EVOA in the Netherlands.

Submitting a change request

The kennisgever (notifier) or gemachtigde (authorised representative) must request permission in advance and submit a written request to all authorities involved to change the current EVOA-beschikking (EWSR decision). This is laid out in Regulation (EU) 2024/1157, Article 17.

You may only submit a request:

  • For changes that do not substantially change the EWSR notification.
  • For current decisions, notifications for which all relevant authorities have issued a positive decision.
  • If the planned transfer period has not yet passed.

You may only implement the change once all relevant authorities have approved it and indicated that a new notification document is not required.

Changes you can request using the online form

The changes to an existing notification that you can request using the online form:

  • Adding a new carrier that was not listed in the original notification.
  • Changing the border crossing point in the Netherlands.
  • Increasing the number of planned EWSR shipments. Do this if the notifier has used up the specified intended number of shipments, but there is still room within the permitted shipment period and quantity to carry out additional shipments.
  • Adding a packaging type.
  • Adding a UN number (a 4-digit number that identifies dangerous goods).
  • Changing the means of transport.

Changes that require a new notification

Changes for which you must apply for a new notification:

  • Increasing the total planned quantity of waste.
  • Extending the planned duration of the shipment.
  • A route change involving a new authority in the notification or a new transit country.
  • Adding new producers.
  • Changing the legal entities involved in the notification.

Changes to name of or change of legal entities involved in the notification

Legal entity name change

In the event of a name change of the legal entity that was recorded on the notification document, attach an extract from the Handelsregister (Business Register) from Kamer van Koophandel, KVK (Chamber of Commerce) with your change request. This will indicate to the ILT that it is only a name change which does not affect current EWSR notifications. In this case, the ILT will accept the name change for that notification. You can send the details by email to evoa@ilent.nl

Change of legal entity established in the Netherlands

If the the legal entity involved has changed then the current EWSR notifications are no longer valid. They will be withdrawn immediately. Each EWSR notification is issued to a legal entity and not to business or organisation.

Change of legal entity established outside the Netherlands

A change of legal entity involved in the EWSR notification that is outside of the Netherlands can affect current EWSR notifications of waste companies in the Netherlands.

If there is a change of name of the parties involved who are established outside the Netherlands, report this to the ILT together with the relevant notification numbers. Send an e-mail to evoa@ilent.nl and attach a trade register extract from the Chamber of Commerce of the country where the legal entity is established.

Change of VGI legal entity

The ILT also issues permits to Vooraf Goedgekeurde Inrichtingen, VGI (Pre-consented Recovery Facilities, in Dutch) in the Netherlands. If the legal entity changes, the VGI status may lapse altogether.
