If you have received permission to ship waste, you must report the shipment in the Digital Waste Shipment System (DIWASS). You must report the shipment at 4 stages and to all the authorities involved. You must also report return shipments.

If you submitted your EWSR notification before 21 May 2026, you must send the movement document by email to the Human Environment and Transport Inspectorate (ILT). For more information, see Stages of reporting an EWSR waste shipment (notification submitted before 21 May 2026).

4 stages of reporting

You must report the waste shipment at 4 stages in the shipment process:

  1. Before the shipment starts. The notifier must report the shipment at least 2 working days before it starts.
  2. When the shipment starts. The carrier must report that the shipment has started.
  3. When the waste arrives. The recipient must report receipt of the waste within 2 working days.
  4. When the waste has been processed. The recipient or treatment facility must confirm that recovery or disposal has been completed. This must be reported within 12 months.

Reporting to all the authorities involved

You must report waste shipments to all the authorities involved. Any authority connected to DIWASS will receive your report directly.

If your EWSR notification involves a country outside the EU, the authority in that country may have additional reporting requirements. For example, you may also need to send the shipment report by email.

Step-by-step guide to reporting shipments in DIWASS

The Guidelines for reporting EWSR shipments in DIWASS explains how to submit a shipment notification in DIWASS and complete the movement document.

Emergencies or unforeseen circumstances

If you have an emergency or an unforeseen situation that means you need to change the shipment details or route, you must first get permission from the ILT. Please contact the ILT before making any changes.

Cancelling a shipment notification

If the shipment can't go ahead or the waste not be processed for any reason, you must then follow the return shipment procedure.

For more information, see Return or rejected shipments of waste (in Dutch).
