This protocol sets out how the civil aviation authorities of Aruba (DCA Aruba), Curaçao (Curaçao CAA), Sint Maarten (Sint Maarten CAA) and the Netherlands (CAA NL) cooperate in the oversight of air navigation services in the Caribbean part of the Koninkrijk der Nederlanden (Kingdom of the Netherlands). These services are provided by the Dutch Caribbean Air Navigation Service Provider (DC-ANSP).

The Civil Aviation Authority the Netherlands (CAA NL) is part of the Human Environment and Transport Inspectorate (ILT). It has concluded cooperation protocols with the civil aviation authorities of Curaçao, St. Maarten and Aruba. These protocols cover the oversight of DC-ANSP and Princess Juliana International Airport Operating Company (PJIAE).

DC-ANSP is based in Curaçao. It provides air traffic control services on Bonaire and Aruba. It also provides communication, navigation and surveillance (CNS) services and Aeronautical Information Services (AIS) on Bonaire, Saba and St. Eustatius. Princess Juliana International Airport Operating Company (PJIAE) is based in St. Maarten. It provides flight information services on Saba and St. Eustatius.

The 4 authorities have made agreements to ensure effective and efficient oversight of DC-ANSP and PJIAE. These agreements are set out in this protocol.
