These guidelines aim to assist flight examiners in correctly endorsing a pilot licence after the skill test or proficiency check. The guidelines aim to ensure uniform and accurate recording of privileges, restrictions and remarks in accordance with EASA Part-FCL.

EASA Member States have limited freedom in defining the layout of and endorsement of the pilot licence. The Netherlands has opted to supplement the Instrument Rating (IR) in the pilot licence with any remarks and restrictions. For example: Single-Engine (SE) or Multi-Engine (ME). In the future, this will be more specifically focused on Single-Pilot (SP) or Multi-Pilot (MP).

System

  1. Ratings must always be written on separate lines. Only for those type ratings where operation as SP or MP is possible, it is indicated on the same line following the type rating.
  2. For cross-crediting, the requirements must be met at the time of the proficiency check for the higher category. The pilot licence reflects this as though an actual test has been conducted. A note must also be made on the Skill test and proficiency check report form.
  3. The back of the pilot licence is exclusively intended to register revalidations or renewals of ratings with remarks shown on the front of the licence. Flight examiners are not allowed to add ratings with remarks. Ratings can only be added by applying for a new licence through the ILT.

A candidate has a B737 300-900 Type Rating and an Instrument Rating (A), where the specified type can also be flown under IFR.

Please note: In this situation, the notation IR(A) is placed after the type, combining the TR and IR(A) into 1 line of the licence. This was decided based on the evident fact that during the proficiency check, both the TR and IR(A) are extended simultaneously. This approach favours pilots from major airlines (with a single TR in their licence), allowing them to use their licence for an extended period. As a consequence of this choice, the date of the IR test must be filled in because the B737 check also serves as an IR test.

A candidate additionally holds an MEP (land) rating that permits fliying under IFR.

Please note: If the proficiency check is conducted under SP conditions, a new licence must be requested from the Civil Aviation Authority the Netherlands (CAA NL), part of the Human Environment and Transport Inspectorate (ILT). The remark MP must be removed and the remark SP must be added on the new licence.

Example 7

According to the EASA Type Rating and Endorsement List Flight Crew, several wing aircraft require a type rating but can be operated either as SP or MP. In these cases, the type rating training determines whether the aircraft is operated as SP or MP. To document this distinction clearly, it is possible to indicate it on the ATPL(A) MPA HPA Skill test and proficiency check report form.

If the type rating training skill test is conducted as SP, this will be endorsed on the licence.

Theoretical knowledge exemptions

An FCL.725(d) candidate is considered to have already met the theoretical requirements if the candidate is already:

  • A holder of a type rating for an aircraft type.
  • Qualified for operating flights as SP or MP
  • Applying to add the privilege for the other type of operation of the same aircraft type to their qualifications.
