Flying an aircraft registered in the Netherlands without a valid certificate of airworthiness is only permitted if you have an airworthiness exemption or a Permit to Fly. In the Netherlands, you can apply for this exemption or Permit to Fly through the Civil Aviation Authority the Netherlands (CAA NL), part of the Human Environment and Transport Inspectorate (ILT).
Requirements
To apply for an airworthiness exemption or Permit to Fly, you must meet the following requirements:
- You are the owner or user of the aircraft.
- The aircraft does not have a valid certificate of airworthiness.
How to apply
Whether you need to apply for an airworthiness exemption or a Permit to Fly depends on your situation. Find out which form and attachments are required for your application.
Please note: Apply for an airworthiness exemption or Permit to Fly as soon as possible. Processing your application can take up to 8 weeks.
Costs
The costs of an application for an airworthiness exemption or a Permit to Fly are legally determined in the Regeling tarieven transportsectoren, artikel 2.21 (Transportation Sectors Tariffs Scheme, Article 2.21, in Dutch).
After your application
- You will receive an automatic email confirming that CAA NL has received your application.
- You will receive a payment request by email. Please pay within 4 weeks of the date on the payment request.
- If any information is missing, CAA NL will ask you to provide additional details.
- Once your application is complete and the fee has been paid, CAA NL will begin processing your application.
- You will receive the decision by email, along with an acknowledgement of payment for your records. If your application is approved, you will receive the requested airworthiness exemption or Permit to Fly.
- If you disagree with the decision, you can submit an objection.
Validity
An airworthiness exemption or Permit to Fly is only valid:
- For the flight(s) for which CAA NL has issued the exemption or Permit to Fly.
- Under the conditions set out in the relevant regulations and on the exemption or Permit to Fly.
- Until the date stated on the exemption or Permit to Fly.
The airworthiness exemption or Permit to Fly must be on board the aircraft.
