The Human Environment and Transport Inspectorate (ILT) promotes safe, sustainable aviation within and above the territory of the Netherlands. It regulates the commercial airlines, recreational and sports aviation, training institutions and flight simulators.


The Human Environment and Transport Inspectorate (ILT) ensures that aircraft comply with airworthiness and environmental protection standards. Aircraft, engines, propellers, equipment, parts, etc. must be properly designed, manufactured and maintained, in order to be permitted to operate in the airspace. Compliance is mainly achieved through certification of products and organisations. Only approved organisations have privileges to undertake aviation activities. Certification is increasingly performed within an international context, in which the European Aviation Safety Agency (EASA) plays a major role. Flight crew licensing are being issued by the company Kiwa Register on behalf of the Inspectorate.

Aerodromes and airspace

The ILT seeks to ensure safe, sustainable aviation within and above the territory of the Netherlands with as few incidents and instances of environmental pollution as possible. The ILT therefore supervises safety and monitors compliance with the relevant environmental standards - for example, for noise abatement - at airports and in our airspace. Regulation occurs in the form of on-site inspections and the issue of licences. Apart from Schiphol Airport, the Netherlands has a further 235 airfields. The Luchtverkeersleiding Nederland (Netherlands Air Traffic Control) is also regulated by the ILT.

Exemptions of Rules of the Air (SERA)

It is possible to obtain an exemption for a project or for a specific timeframe for some of the rules of the air:

  • -Minimum height VFR
    - in airspace class G
    - in airspace class C or D
    - outside populated area
    - above populated area – only with aircraft with at least 2 engines
  • Flights outside the daylightperiod / ‘by night’
  • Dropping of objects
