You have received a positive decision for your waste shipment from the Human Environment and Transport Inspectorate (ILT) for your waste shipment that transits the territories of the Netherlands, but want to change your notification. This is possible as long as the changes do not substantially alter the waste shipment. If you submitted your EWSR notification through DIWASS (after 21 May 2026), you must submit the change request through DIWASS.
Requirements
As the notifier, you must get approval in advance from all relevant authorities for any change to the current EWSR decision. This is laid out in EWSR Regulation (EU) 2024/1157, Article 17.
You may only submit a request:
- For changes that do not substantially change the EWSR notification.
- For current decisions, notifications for which all relevant authorities have issued a positive decision.
- If the planned transfer period has not yet passed.
You may only implement the change once all relevant authorities have approved it and indicated that a new notification document is not required.
Submitting a change request through DIWASS
Follow these steps in DIWASS to submit your change request.
Go to the notification for which you wish to submit a change request. In DIWASS, select "Documents" > "DIWASS notification" > "Procedure" > "Search".
In the notification, open the "Request change" tab and select "Add request change".
You can enter the change in the pop-up screen. Then select "Next".
Check your details and select the your role. Then select "Confirm".
The change request has now been submitted. The change request can be processed once all relevant authorities have granted approval. The dispatching authority is responsible for processing the change in DIWASS.
