It may happen that waste being shipped under the EWSR cannot be processed by the treatment facility and is refused. As the notifier, you must report this to all relevant authorities as soon as possible.

The European Waste Shipment Regulation, EWSR is known as Europese Verordening Overbrenging Afvalstoffen, EVOA in the Netherlands.

In the Netherlands, you must report a refused consignment to the Human Environment and Transport Inspectorate (ILT). Send the report by email to returnshipment@ilent.nl, briefly describing the situation and attaching the relevant movement document.

The same procedure applies if problems are identified during the waste shipment. For example, if the shipment has been stopped by an inspection service. You must report the return shipment to the ILT by sending an email to returnshipment@ilent.nl, briefly describing the situation and attaching the relevant movement document.

After submitting a return notification

Within a few hours after your notification, you will hear which procedure you must follow. The authorities or inspection service in the country where the waste shipment is located decide on the return procedure. The authorities or inspection service assess each case separately. All involved authorities must give their consent for every procedure before the return shipment is allowed to take place.

Please note: The information above about return shipments applies only to notifications under the European Waste Shipment Regulation (EWSR) 2024/1157 submitted before 21 May 2026. If you submitted the EWSR notification in DIWASS from 21 May 2026 onwards, you must follow 1 of the procedures below in DIWASS. See Revised EWSR for more information.
