From 21 May 2026, you must register EWSR notifications and shipment reports digitally in the European Digital Waste Shipment System (DIWASS). This change is part of the revision of the European Waste Shipment Regulation (EWSR).
The European Waste Shipment Regulation, EWSR is known as Europese Verordening Overbrenging Afvalstoffen, EVOA in the Netherlands.
In November 2026, the ILT will hold 2 online information sessions (in Dutch) about submitting Annex VII documents in DIWASS.
The sessions will take place on:
-
Tuesday 10 November, from 10:30-12:00
-
Thursday 12 November, from 13:00-14:30
If you would you like to attend one of these sessions, please email evoa@ilent.nl
Timeline for the revised EWSR
The revised EWSR will be introduced in stages. If you need a notification to transport waste, there are several important dates to remember when moving from the current EWSR (Regulation 1013/2006) to the revised EWSR.
1. Clear rules on the difference between the EWSR and the ship recycling and amending regulation
The revised EWSR does not apply to ships covered by the Ship Recycling and Amending Regulation (EC 1257/2013).
There is one exception. The revised EWSR does apply to ships if all 4 of the following conditions are met:
- The ship flies the flag of an EU Member State.
- The ship is in an area under the authority of an EU Member State.
- The ship is classified as hazardous waste.
- The ship is exported to a non-OECD country, Antarctica, or an overseas country or territory. See the list of countries (in Dutch) for more information.
In these cases, the ships are covered by the export ban under Article 39 of the EWSR. This also applies if the competent authority in the country of dispatch has reason to believe that the ships will not be managed in an environmentally sound way in the destination country.
2. Ending of bilateral agreements
Any bilateral agreements between Member States will end. However, Member States can apply for new agreements or ask for existing agreements to be renewed.
- Until 21 May 2026, you can still submit a notification under the current procedure. You can only use this notification if you received confirmation that it had been received before 21 May 2026. This is shown by the stamp in block 19.
- If you submitted a notification under the current EWSR (Regulation 1013/2006), but not received confirmation that it was received before 21 May 2026. you must submit your notification again through DIWASS. You will receive a new notification reference number. You may need to change your contract or bank guarantee as a result.
- The EWSR notification procedure can take several months. We therefore recommend submitting your application before 21 February 2026, and no later than 31 March 2026.
The biggest change under the revised EWSR will take place on 21 May 2026.
- You can submit EWSR notifications and shipment reports through the EU's new DIWASS system.
- You must also report shipments of waste that do not require a notification through this online system.
About DIWASS
From 21 May 2026, the EWSR process will be fully online. The European Commission (EC) will make DIWASS available. Companies and authorities can use it to register and process EWSR notifications and reports. Both companies and authorities will need to take steps to connect to DIWASS (in Dutch). The Human Environment and Transport Inspectorate (ILT) will also change its working procedures and instructions.
The ILT will inform organisations in the Netherlands about the changes that will affect them in 2026. This website will provide up-to-date information about the transition from the current EWSR to the revised EWSR, and about how to use DIWASS.
You can also visit the EC website for the latest information about the revised EWSR and DIWASS.
If the recovery or disposal facility is not a vooraf goedgekeurde inrichting, VGI (pre-consented facility), you can continue to transport waste under a valid notification issued under the current EWSR until 20 May 2027 at the latest. The exact deadline depends on block 6 of the notification document.
You must report these shipments in the same way as you do now.
However, you must have permission from all the authorities involved. You must also submit proof that the waste has been processed before 21 May 2027. This is shown by the stamp in block 19 of the movement document.
The following rules will apply from 21 May 2027:
- Organisations must make sure that waste exported outside the EU is managed in an environmentally sound way. An independent audit must confirm this. The auditor must be included in a register held by the EU.
- The current Regulation 1418/2007 on exports to non-EU countries will end. From this date, exports to non-OECD countries will only be allowed if the importing country is on the EU's list of countries to which non-hazardous waste can be exported from the EU for recovery. The European Commission's website lists the non-OECD countries that have applied to be included on this list.
- Within 3 years, all shipments covered by notifications submitted under EWSR Regulation 1013/2006 must be completed. This means that all proof of processing must be submitted so that the cases can be closed and bank guarantees returned.
- A longer deadline applies to shipments sent to facilities with vooraf goedgekeurde inrichting, VGI (pre-consented facility) status. All these shipments must be completed by 21 May 2029. VGI status granted under EWSR Regulation 1013/2006 will end on that date. Companies can apply for new status under the revised EWSR before then.
If the recovery facility has vooraf goedgekeurde inrichting, VGI (pre-consented facility) status, you can continue to transport waste under a valid notification until 20 May 2029 at the latest. The exact deadline depends on block 6 of the notification document.
You must report these shipments in the same way as you do now.
However, you must have permission from all the authorities involved. You must also submit proof that the waste has been processed before 21 May 2029. This is shown by the stamp in block 19 of the movement document.
Aims of the revised EWSR
From 21 May 2027, three years after the revised EWSR came into force, all EU organisation exporting waste outside the EU must make sure that the facilities receiving the waste manage it in an environmentally sound way. Extra measures will apply to waste sent to non-OECD countries. These measures aim to prevent problems for the environment and public health in those countries.
Stricter rules will also apply to exports of plastic waste. Read more about the stricter rules for importing and exporting plastic waste (in Dutch).
The revised EWSR will introduce a faster procedure for shipments to vooraf goedgekeurde inrichtingen, VGI (pre-consented facilities). This should make it easier to develop a circular economy across the EU without reducing supervision. The rules will also give authorities more options to object to exports for recovery. For example, they can prevent waste from being exported for treatment that is lower in the waste hierarchy.
Illegal waste trading is one of the most serious environmental crimes. It harms the environment and creates unfair competition for legitimate businesses.
EU Member States will work more closely together to improve supervision of waste trading. They will also introduce stronger penalties to deter people involved in illegal waste trading.
To improve information about all waste shipments, including those that do not require a notification, shipments of waste intended for recovery that do not require a notification must also be reported online through DIWASS.
