From 21 May 2026, you must use the European Commission's (EC) online Digital Waste Shipment System (DIWASS) for international waste shipments.

The European Commission has postponed the use of DIWASS for reporting shipments of waste under Annex VII (the green list) until 1 January 2027. Until then, you must continue to follow the existing procedure for Annex VII shipments (in Dutch).

From 21 May 2026, you must use the new Annex VII form. You must also sign a new contract that complies with the revised EWSR (Regulation (EU) 2024/1157). See the page mentioned above for more information.

You can register with DIWASS. Read the instructions for registering in DIWASS (in Dutch).

Using DIWASS

You use DIWASS to:

  • Submit notifications (in Dutch). You can no longer submit these through MijnILT or the Digital Notification Advisor tool (DNA tool).
  • Receive decisions from the competent authorities.
  • Report shipments covered by a notification.
  • Report shipments of waste under Annex VII (in Dutch) (the green list) from 1 January 2027.

Registering your company in DIWASS

Every company involved in EWSR waste shipments must register with DIWASS . This applies to notifiers, producers, carriers, recipients, waste treatment facilities and facilities that carry out further treatment.

You need an EU account to register your company. You must submit the registration application yourself.

For organisations established in the Netherlands, you must provide:

  • Your company's legal name as registered with the Kamer van Koophandel, KVK (Chamber of Commerce).
  • The address of your main office or registered establishment.
  • Your KVK registration number and KVK-vestingsnummer (establishment number).
  • Your EORI number, if you have one.

You must also provide the name of a contact person, an email address and a telephone number.

You need an EU account

You need a personal EU Login to access DIWASS for your organisation. You cannot use an eHerkenning.

You can create an EU Login on the European Commission's website.

How the ILT processes your application

For organisations registered as legal entities with the KVK you submit the registration application in DIWASS to the Human Environment and Transport Inspectorate (ILT). The ILT is then as the competent authority.

Within 5 working days, the ILT will approve your application, ask questions or reject your application.

Adding colleagues to DIWASS

If your organisation is registered in DIWASS, you can add your colleagues to your organisation yourself. The ILT does not do this for you. Each of these colleagues will need their own EU Login to do so. They can then use this to request to be added to your organisation. You can then grant these colleagues access yourself.

When granting access, you can decide whether to give these colleagues additional rights to admit other colleagues to DIWASS. We recommend that you grant these rights to at least 2 employees. Individuals can represent 1 or more companies in DIWASS. This means that someone can work in DIWASS on behalf of multiple organisations.

Instructions for using DIWASS

Instructions explaining how to apply for a DIWASS account will be available in spring 2026.

If you want to connect to DIWASS through an API (Application Programming Interface), the European Commission has published the technical specifications on its website. The European Commission also provides introductory videos.

For companies in the Netherlands, the ILT assesses applications and grants permission.
