You must submit your EWSR notification in the Netherlands through the Digital Waste Shipment System (DIWASS).
The European Waste Shipment Regulation, EWSR is known as Europese Verordening Overbrenging Afvalstoffen, EVOA in the Netherlands.
The process from submitting your application to receiving a decision from the authorities involved can take several months. The Human Environment and Transport Inspectorate (ILT) therefore recommends submitting applications in the Netherlands at least 3 months before the first waste shipment.
If you are not sure whether you need to submit an EWSR notification you can consult the Afvaltransport Regelhulp (in Dutch). You can find detailed information about the notification process on The EWSR notification procedure.
How to submit an EWSR notification
If you not have an account yet
See the information on how to get access to DIWASS to find out how to apply for an account.
All organisations must have an account
All organisation involved in your notification must have a DIWASS account. These include:
- Notifiers
- Waste producers
- Carriers
- Consignees
- Waste treatment facilities
- Third-party waste treatment facilities
You can only complete your notification once all the accounts have been created. Each organisation must apply for an account through the responsible authority in its own country.
Accounts for organsations outside the EU
Organisations outside the EU must also apply for a DIWASS account. This applies to:
- Notifiers
- Waste producers
- Carriers
- Consignees
- Waste treatment facilities
- Third-party waste treatment facilities
This requirement also applies when the Netherlands is the country of destination or country of dispatch.

- In DIWASS, go to 'Documents' and select 'DIWASS notification procedure'.
- Select '+ Aanmaken' or '+ Create'.
- Complete the notification form in full. For help with completing the form, see Part I of the Guidelines for completing an EWSR notification document.
- If you are submitting a repeat notification with the same notifier, waste producer, waste treatment facility and waste stream, enter the number of the previous notification in block 3, under 'In relation with notification no or Annex VII no:'.
You must submit supporting documentation with your notification. This includes:
- A financial guarantee, such as a bank guarantee or deposit
- A route description
- Information about the composition and origin of the waste, and how it will be treated
Make sure your notification is clearly organised. Number the annexes and assign the correct categories to the supporting documents in DIWASS.
If you are submitting a repeat notification and the ILT has asked you for additional information, include this information in the new notification.
For more information go to The EWSR notification procedure, EWSR sample documents, tools and guides or go to Part III of the Guidelines for completing an EWSR notification document.
Check the entire notification in DIWASS again. Make sure that all fields are complete and that all the required supporting documents have been uploaded.
Check that all the information is complete and correct before submitting your notification.
DIWASS will collect the required electronic signatures through an authentication process for the notifier and the waste producer. You must then submit the notification by selecting 'Submit'.
After submission, the status of your notification will change to 'Submitted'. The notification will then be available to all the authorities and companies involved.
Are you both the notifier (Exporter) and the waste producer (Waste producer)? You must authenticate the notification separately for each role.
To switch between roles in DIWASS, select 'Exporter' or 'Waste producer' next to the notification number at the top of the screen.
Upon receiving your notification, the first checks are carried out by the ILT to ensure it is correct and complete.
If your application is incomplete or incorrect
If information has been entered incorrectly, information or supporting documents are missing, or something is unclear, the ILT will contact you through DIWASS.
Each authority has up to 3 rounds of questions. You must provide the missing information within the specified deadlines.
If you do not provide the information on time, the ILT will stop processing your notification and your application will lapse. You will then have to submit a new, complete application.
If your application meets the requirements
If your notification meets all the requirements, the ILT will confirm in DIWASS that it has been completed correctly.
The competent authorities in the country of destination and any transit countries will then assess the notification. The competent authority in the country of destination will confirm in DIWASS when the notification is complete.
Once the notification has been confirmed as complete, all the authorities involved have 30 days to make a decision. If the waste treatment facility has pre-consented recovery facility status (VGI status), the deadline is 7 working days.
You may only transport the waste once all the authorities involved have given their consent.
A transit authority may give its consent without issuing an explicit positive decision. This is known as tacit consent.
The entire process, from submitting the application to receiving the decisions, can take 3 months.
If you have received authorisation from all relevant authorities then you can, depending on your situation:
- Report the stages of your EWSR waste shipment
- Submit a notification modification request
- Report an EWSR return waste shipment at Retourtransportafval (in Dutch)
- File a waste tax return outside the Netherlands at Afvalstoffenbelasting buitenland aanvragen (in Dutch)
- Request a refund of your deposit at Bankgarantie of deposito terugvragen (in Dutch
