From 21 May 2026, you must submit EWSR notifications and reports online through the European Digital Waste Shipment System (DIWASS). This change follows the revision of the European Waste Shipment Regulation (EWSR) in 2024.

Important dates for notifications

The revised EWSR will be introduced in stages. If you need a notification to transport waste,  the timeline for the revised EWSR contains important dates that you need to know when preparing for the new rules.

Notifications and DIWASS

From 21 May 2026, you must submit notifications under the revised EWSR through DIWASS. Every company involved in EWSR waste shipments must register with DIWASS once. Read more about how to register a company and add colleagues.

Creating a notification number

If your company is based in the Netherlands, you must submit your notification through DIWASS from 21 May 2026.

You can save a notification while you are preparing it. The first time you save a draft, DIWASS will create a unique notification number for you.

You can use this number straight away on the EWSR contract and on all supporting documents that you submit as .pdf files.

Uploading supporting documents

You must upload supporting documents when you submit a notification.

These may include:

  • An EWSR contract.

  • A bank guarantee or deposit.

  • Information about the origin, composition and treatment of the waste.

  • A route description.

  • An analysis of the waste to be shipped.

You can upload these documents as .pdf files in DIWASS. You can also add a label to each document. This helps everyone involved see what information the document contains.

The notifier and producer must confirm the notification

Both the notifier and the producer must confirm an EWSR notification in DIWASS.

To do this, you must confirm in DIWASS that you have completed the information honestly and to the best of your knowledge.

This confirmation will appear in block 17 of the notification document. You no longer need to sign block 17 by hand.

Selecting carriers

All carriers that you want to use for an EWSR notification must have a DIWASS account.

You must select these carriers when you submit your notification. You can only select carriers that have a DIWASS account.

Registering third-party treatment facilities

All third-party treatment facilities in the country of destination must have a DIWASS account.

These are facilities where the waste receives its final treatment after an initial treatment at the facility listed in box 10. You must also include these third-party treatment facilities in your notification.

You can only register these facilities in your notification if they have a DIWASS account.

Please note: Under the revised EWSR, D8 and D9 are considered preliminary treatment operations. This means that you must also list third-party treatment facilities in the country of destination for notifications involving D8 or D9.

Entering the waste tonnage

In block 19 of the movement document, you must divide the weight of the treated waste into the following categories:

  • Waste that has been disposed of.

  • Waste that has been prepared for reuse.

  • Waste that has been recovered in another way.

You may therefore need to enter several amounts in different fields in the treatment certificate. Together, these amounts must equal the total weight of the waste treated.

Cancelled shipments

A shipment cancelled by the notifier does not count towards the number of shipments allowed under the notification.

DIWASS will warn you if you try to use more shipments than have been authorised. Cancelled shipments are not included in this calculation.

Country of origin outside the EU

If the waste coming from a country outside the European Union (EU) that is not connected to DIWASS, the EU country of destination must enter the notification in DIWASS.

For example, if waste is shipped to the Netherlands from a country outside the EU that is not connected to DIWASS, the Human Environment and Transport Inspectorate (ILT) is responsible for ensuring that the notification is entered into DIWASS.

Countries outside the EU can choose whether to connect to DIWASS. If a country outside the EU chooses to connect, notifications will also be submitted through DIWASS.

Using national software within the EU

An EU country other than the Netherlands may choose to submit notifications using its own national software instead of DIWASS.

The notification will still be transferred to DIWASS.

All EU countries have told the European Commission (EC) whether they want to use DIWASS directly or continue to use their own national software for EWSR notifications.

If an EU country chooses to use its own software, that software must be able to exchange information with DIWASS.

New contract and bank guarantee templates

The ILT will publish the new templates for the contract and bank guarantee on this website by April 2026 at the latest.

There is no need to publish them earlier because the contract and certain bank guarantees must include the notification number. You can only create this number in DIWASS.

This means that you cannot know which notification number you need for the contract or bank guarantee before 21 May 2026.

Setting up notifications

DIWASS allows you to choose which updates you want to receive as notifications.

You can choose to receive notifications in DIWASS, by email, or both.
