Under the revised European Waste Shipment Regulation (EWSR), you must report Annex VII shipments online through DIWASS before the shipment takes place. This requirement starts on 1 January 2027. It does not start at the same time as the requirement to use DIWASS for EWSR notifications.
The paper Annex VII document alone will no longer be enough.
Additional requirements for Annex VII waste shipments
The revised EWSR introduces additional requirements for Annex VII shipments. These requirements apply from 21 May 2026.
The person arranging the shipment must check whether the recovery facility has a permit or registration under waste legislation.
The Besluit melden bedrijfsafvalstoffen en gevaarlijke afvalstoffen (Industrial and Hazardous Waste Notification Decree) is being updated. This will prevent you from having to report the same shipment both in DIWASS and to the Landelijk Meldpunt Afvalstoffen, LMA (national waste registration office).
Until 1 January 2027, you must continue to follow the existing reporting rules.
Read more information about Annex VII (in Dutch).
You must still report waste identified by a Combined Nomenclature (CN) code when it is exported outside the Netherlands. You must include this information in your reports to the LMA. This concerns goods rather than waste and must therefore not be reported in DIWASS.
Reporting before the shipment: from 1 January 2027
Under Article 18(5) of the revised EWSR, you must report Annex VII shipments in DIWASS at least 2 working days before the shipment starts.
You can also report an Annex VII shipment after it has taken place. DIWASS will not block a report if the shipment date is in the past. However, the competent authorities will be able to see which shipments were reported after they had already taken place.
Who is responsible for reporting: from 1 January 2027
The person arranging the shipment is responsible only for reporting the planned shipment in DIWASS. This is the first report, which states that a shipment will take place.
The recovery facility or laboratory is responsible for reporting receipt of the waste and confirming how it has been processed in DIWASS.
For shipments to countries outside the EU, the person arranging the shipment may also be responsible for reporting receipt and processing. This does not apply if the company outside the EU can submit these reports itself in DIWASS.
Reporting deadlines: from 1 January 2027
The following deadlines apply to Annex VII shipments:
-
The person arranging the shipment must notify DIWASS of the Annex VII shipment 2 working days before the transport.
-
The recovery / disposal site or laboratory must submit the receipt notification within 2 working days of receipt.
-
No later than 1 year after receipt, the recovery / disposal site or laboratory must submit the processing declaration.
Please note: For shipments to countries outside the EU, the person arranging the shipment may also be responsible for reporting receipt and processing in DIWASS. This does not apply if the company outside the EU can submit these reports itself.
You can use an Annex VII shipment to transport up to 250 kilograms of waste for analysis or testing. You must also report this shipment in DIWASS.
Annex VII shipments and DIWASS
From 1 January 2027, you must report Annex VII shipments under the revised EWSR through DIWASS.
Every company involved in EWSR waste shipments must register with DIWASS once. Read how to register a company and add colleagues to a company account.
Selecting carriers: from 1 January 2027
All carriers you want to use for an Annex VII shipment must have an account in DIWASS. Select these carriers when submitting the Annex VII notification. You can only do this if these carriers have an account in DIWASS.
Using national software within the EU from 1 January 2027
An EU Member State other than the Netherlands may submit an Annex VII notification through the local software of that competent authority instead of DIWASS. The notification will still be added to DIWASS. All EU Member States have informed the European Commission (EC) whether they want to use DIWASS directly or use their own local software for Annex VII notifications. If an EU Member State chooses to use local software, this software must communicate with DIWASS.
Access to DIWASS for organisations outside the EU
An organisation outside the EU that wants to ship waste under Annex VII to an organisation in the Netherlands can request access to DIWASS from the Human Environment and Transport Inspectorate (ILT). If the ILT grants access, the organisation outside the EU can add the notification for the Annex VII shipment to DIWASS. The organisation in the Netherlands then submits the confirmation of receipt and the certificate of non-interim recovery or disposal for this shipment.
