When arranging waste shipments in, from or through the Netherlands, you must comply with international rules.
The European Waste Shipment Regulation, EWSR is known as Europese Verordening Overbrenging Afvalstoffen, EVOA in the Netherlands.
International waste legislation can be divided into 4 categories:
- European Waste Shipment Regulation (EWSR)
- Regulation on waste shipments to non-OECD countries
- Waste lists
- Other relevant legislation
EWSR
On 21 May 2026, Regulation (EC) No 1013/2006 was replaced by Regulation (EU) 2024/1157.
For more information about the changes, see Revised EWSR.
Regulation on waste shipments to non-OECD countries
Known in the Netherlands as the Derdelandenverordening, this regulation sets out the procedures for exporting waste on the Green List (Annex III) to countries that are not members of the Organisation for Economic Co-operation and Development (OECD).
Please note: The consolidated version of Regulation (EC) No 1418/2007 must be read together with the recitals and footnotes in amending Regulation (EU) 2021/1840. These explain that B3011 waste is not covered by a listed group of waste types if that group appears in column C or D. In these cases, a notification is required.
Waste lists
The EWSR classifies waste according to its composition, hazardous properties and origin. The Regulation includes 3 existing waste lists, which are based partly on the Basel Convention.
The classification of the waste determines which procedure you must follow when shipping it.
- Annexes III, IIIA and IIIB – Green List waste. Search for ‘List of wastes subject to certain information requirements’.
- Annex IV – Amber List waste. Search for ‘List of wastes subject to the procedure of prior written notification and consent’.
