Aviation Safety Objectives 2025-2028

The Coördinatiegroep Luchtvaartveiligheid, CLV (Aviation Safety Coordination Group) has translated its strategic aviation safety spearheads into 5 safety objectives. This makes the continuous improvement of safety performance measurable.

The Aviation Safety Policy Statement states that we want to be among the best in the world and strive for full compliance. We therefore focus on safety performance and safety culture within the Netherlands and the Caribbean Netherlands so that we can continuously improve the system.

The aviation safety system is a complex system with many safeguards, the safety performance of which is not easy to measure. By translating it into a number of strategic goals, the continuous improvement of the system can be made measurable. Each strategic goal has been translated into a safety objective so that we can develop indicators and target values for it. In this way, we can make the safety performance transparent and steer towards continuous improvement.

The strategic safety goals are:

  • We have a positive safety culture.
  • We comply with regulations.
  • We have the system in order.
  • We contribute to safe aviation and manage the greatest risks.
  • We collaborate internationally and contribute to safety

These strategic safety goals have been translated into 5 safety objectives.

Safey objectives

Safety objective 1

Maintain and promote a positive safety culture including a just culture within aviation authorities and the aviation industry.

Safety objective 2

Implementation and maintenance of all relevant:

  • Aviation Conventions
  • ICAO Standards and Recommended Practices
  • EU Aviation Regulations
  • EASA Implementing Rules

Safety objective 3

Implement and maintain the system consisting of:

  • State Safety Programme (SSP) in accordance with ICAO Annex 19.
  • State Safety Oversight Programme (SSO).
  • Integrated Management System (IMS).

Safety objective 4

Implement and maintain the control measures for the hazards identified in the State Risk Picture, including the ICAO Global High Risk Categories, that contribute to the greatest national risks.

Safety objective 5

Collaborate with other authorities and contribute substantively to the development of national and international legislation and regulations to represent the Dutch interest and its innovations as well as possible. Proactively exchange safety data, best practices and innovative solutions in collaboration with other authorities.
