If you are bothered by aircraft noise, first submit your complaint to the airport where the aircraft take off or land. If it appears that rules may have been broken, you can then notify the Civil Aviation Authority the Netherlands (CAA NL), part of the Human Environment and Transport Inspectorate (ILT).

Requirements

First report the noise nuisance to the airport where the aircraft take off or land. Read more about where to report noise nuisance from aircraft (in Dutch). The responsible complaints organisation will investigate whether the rules have been violated.

If you have contacted the airport's complaints organisation and it appears that rules may have been violated, you can report the noise pollution to CAA NL.

If you are experiencing noise pollution from aircraft and you do not know which complaints office or airport to contact, you can report the noise pollution to CAA NL.

Required attachments

In order to investigate a report of noise pollution from aircraft, CAA NL requires the following information:

  • Details of the noise complaint. Include the following in the description:
    • The date.
    • The exact time or times.
    • The location where you experienced the noise.
  • Any additional information, such as photographs, recordings or documents.
  • Correspondence with the complaints office, if you have any.

After submitting your notification

  1. You will receive an automatic email confirming that CAA NL has received your notification.
  2. If any information is missing, CAA NL will ask you to provide additional details.
  3. Once your notification is complete, CAA will begin investigating your complaint.
  4. There are several possible outcomes:
    • CAA NL was unable to establish any violation of noise standards or other legal regulations.
    • The rules have been broken. CAA NL will take action against this.
    • CAA NL needs more time to investigate your notification and will inform you of this by email.
    • CAA NL needs more information to investigate your notification and will inform you of this by email.
    • CAA NL cannot investigate your notification because another organisation is required by law to do so. CAA NL will therefore transfer your notification to that competent organisation.

CAA NL will keep you informed of the progress of your notification by email.
