Stages of reporting an EWSR waste shipment
When all relevant authorities issued a positive EWSR decision then you have permission to start your waste shipment. Notify the shipment to all authorities involved. This must be done at 3 points in time. Always report a return shipment as well.
The European Waste Shipment Regulation, EWSR is known as the Europese Verordening Overbrenging Afvalstoffen, EVOA in the Netherlands.

Reporting before commencing, upon receipt and after disposal or recovery
You must report the shipment of waste at 3 points during the shipment process:
- Report the notification at least 3 working days before the start of each shipment.
- Declare receipt of the shipment within 3 working days after receiving the waste at the disposal or recovery facility.
- The 3rd notification is the waste treatment declaration. You make this notification when the recovery or disposal has been completed. You must make the notification within 12 months.

Sending a waste shipment notification
Waste shipments under the EWSR must be reported to all authorities involved. In the Netherlands, the Human Environment and Transport Inspectorate (ILT) is the competent authority.
Reporting to the ILT
You can send any movement documents, withdrawal documents, receipt documents and declarations of disposal or recovery by e-mail to: etm@ilent.nl
Add the document as an attachment. In the body of the e-mail, include the notification number, shipment serial number and the type of document.

Reporting to competent authorities outside the Netherlands

Unforeseen circumstances or cancellation
If there are any emergency situations or unforeseen circumstances which require you to deviate from the information contained in the notification document or the shipment route, ask the ILT for permission first by dialling +31 88 489 0000.
Cancelling a shipment
