Applying for a production location code for the production or import of explosives

If you are a manufacturer wanting to produce explosives or import explosives into the Netherlands from a country outside the European Union (EU) you need a production location code. You can apply for this code through the Human Environment and Transport Inspectorate (ILT).

Requirements

The production location code is part of the unique identification code that must be displayed on every explosive. This code indicates where the explosive comes from. You need a production location code in the following situations:

  • You are a manufacturer in the Netherlands and you want to produce explosives.
  • You are an importer and you want to import explosives from outside the EU into the Netherlands.

Conditions

You can only apply for a production location code if you have a valid WECG accreditation (in Dutch) from the police to work with explosives. The UN number of the substance you want to produce or import must be stated on that accreditation.

Required attachments

You must upload several attachments with your online application.

  • Your WECG accreditation.
  • A clear photo or scan of your signature. This file may be a .jpg or .png.

Cost

Applying for a production location code is free of charge.

After submitting your application

  1. You will receive an automatic email confirming that the ILT has received your application.
  2. If any information is missing, the ILT will ask you to provide additional details.
  3. Once your application is complete, the ILT will begin processing your application.
  4. It takes up to 8 weeks to complete your application.
  5. You will receive the decision by email. This is called a beschikking. It also contains the unique identification code. You must apply this code to every explosive you produce or import. The ILT will register this code for you with the European Commission.

Validity

The production location code is valid indefinitely.
