Oily and fatty ship waste on inland waterways

Boatmasters of inland navigation vessels operating in the Netherlands must pay an afvalbeheersbijdrage (waste management levy) for oily and greasy waste. The Human Environment and Transport Inspectorate (ILT) oversees this.

If you fail to pay the waste management levy, the ILT will impose an administrative fine.

Ship waste convention, CDNI

The collection, delivery, and receipt of oily and fatty ship waste are governed by the Scheepsafvalstoffenverdrag, SAV (Convention on the Collection, Deposit and Reception of Waste Generated during Navigation on Inland Waterways, CDNI). The Scheepsafvalstoffenbesluit Rijn- en binnenvaart (Rhine and Inland Waterways Ship Waste Decree, in Dutch) is the implementation of the CDNI in the Netherlands.

Implementation of the CDNI

Under the CDNI, the polluter pays the costs of collecting, treating, or processing waste. The ILT supervises the payment of the disposal contribution and degassing. Rijkswaterstaat, the executive agency of the Ministerie van Infrastructuur en Waterstaat (Ministry of Infrastructure and Water Management) oversees other aspects of the CDNI in the Netherlands.
