Cleaning additives for seagoing vessels

Rules apply to cleaning agents and cleaning additives for seagoing vessels, and their use. The Human Environment and Transport Inspectorate (ILT) oversees compliance with these rules in the Netherlands.

Use of cleaning additives

Seagoing vessels must only use cleaning additives that have been assessed by the International Maritime Organization (IMO) for washing cargo tanks and associated pipelines.

Assessed cleaning additives are listed in Annex 10 of the latest version of MEPC.2/Circ.

Discharging wash water

Seagoing vessels that use cleaning agents when washing cargo tanks and associated pipelines, and subsequently discharge the wash water, must take into account the established properties of the cleaning agents. These may influence the discharge requirements under MARPOL Annex I and Annex II.

Having cleaning additives assessed

Manufacturers placing cleaning additives on the market must first have them assessed. This assessment concerns the effects of these substances on the aquatic environment, not the risks to users or the product’s effectiveness.

The assessment is carried out in accordance with MEPC.1/Circ.590 by the IMO Sub-Committee on Pollution Prevention and Response (PPR). The ILT represents the Netherlands in the Sub-Committee on PPR. Assessors work in confidence and do not share any information on the composition of cleaning additives with 3rd parties.

Applying for the assessment of a cleaning additive

As a manufacturer, you can have a cleaning additive produced in the Netherlands assessed twice a year: at the start of the year and just after the summer. Email the ILT to request the exact dates.
