Registering in a bareboat register outside of the Netherlands (bareboat-out)

If you, as a shipowner in the Netherlands, wish to temporarily fly a flag other than the Dutch flag, you can keep your registration in the Kadaster (Cadastre, Land Registry and Mapping Agency) of the Netherlands but have it temporarily registered under the flag of another country. For this, you will need a bareboat-out-verklaring (Bareboat-out Declaration), which you can request from the Human Environment and Transport Inspectorate (ILT).

Applying for a Bareboat-out Declaration

The following requirements apply when requesting a Bareboat-out Declaration:

  • The vessel must be registered with Kadaster (Netherlands’ Cadastre, Land Registry and Mapping Agency).
  • You must return the current zeebrief (Certificate of Registry) to the ILT.
  • You must provide a declaration of no objection from the new flag state. This declaration confirms that the flag state has no objections to the vessel being registered in the Netherlands while it is also recorded in their ship register.

Send the bewijs van teboekstelling (proof of registration with Kadaster), the Certificate of Registry, and the declaration of no objection from the new flag state, along with the Application Bareboat out declaration online form, to the ILT.

You will receive the Bareboat-out Declaration within the statutory period. The ILT will send a copy of the Bareboat-out Declaration to the relevant recognised organisation.

Inspection for restoring the validity of certificates

Before the vessel can sail under the Dutch flag again, you must request an inspection from your recognised organisation. This inspection restores the validity of the certificates. If the certificates have expired, you will need to apply for new ones.

Costs of a Bareboat-out Declaration

The fee for a Bareboat-out Declaration is €196, as specified in the Regeling tarieven transportsectoren (Regulation on Transport Sector Fees).
