Registering in a bareboat charter register outside of the Netherlands (bareboat-out)
If you, as a shipowner in the Netherlands, want to register a seagoing vessel that is registered in the Netherlands in a bareboat charter register outside of the Netherlands, you need a bareboat-out-verklaring (Bareboat-out Declaration) for deregistration. You can request this declaration from the Human Environment and Transport Inspectorate (ILT).

How to register a seagoing vessel in a bareboat charter register outside of the Netherlands
To register a seagoing vessel registered in the Netherlands in a bareboat charter register outside of the Netherlands, use the Application Bareboat out declaration online form.
When you have provided all necessary attachments, you will receive the Bareboat-out Declaration from the ILT within the time frame specified by the Algemene wet bestuursrecht, Awb (General Administrative Law Act, in Dutch). With this declaration, the seagoing vessel will sail under the flag of the host country for the period specified on the certificate. The ILT will send a copy to the relevant recognised organisation.
Required attachments for a bareboat-out declaration
To obtain a Bareboat-out Declaration from the ILT, you will need to provide the following attachments:
- Registration of the vessel with Kadaster (the Netherlands’ Cadastre, Land Registry and Mapping Agency).
- Verklaring van geen bezwaar (Declaration of No Objection) from the new flag state.
- Zeebrief (Certificate of Registry) and other certificates issued by the ILT.Â
Notify the ILT of the end of the bareboat-out charter
If the bareboat-out charter is coming to an end, email proof of deregistration to registratie@ilent.nl at least 1 week before the end date. The ILT will then return any valid certificates within the time frame specified by the General Administrative Law Act (in Dutch). Make sure to include your postal address.
Inspection to restore the validity of certificates
You must request an inspection from your recognised organisation before the vessel can sail under the Dutch flag again. This will restore the validity of the certificates. If the certificates have expired, you will need to apply for new certificates.
Costs for a Bareboat-out Declaration
The fee for a Bareboat-out Declaration is specified in the Regeling tarieven transportsectoren (Regulation on fees for transport sectors of the Netherlands, in Dutch).
