Guidance on how to apply for justification for slot misuse violations including the night regime

Airlines who are required to respond to a slot misuse violation and appeal for justification with the ILT as mentioned in the policy regarding misuse of slots are advised on this page which information can be used as proof.

General remarks

  • The airline response has to be sent to our dedicated email-address: slotenforcement@ilent.nl within 7 calendar days of the request by ILT.
  • Scans, screenshots and photos of documents or information derived from systems in use by the airline are accepted, just attach or include those in the email.
  • It is allowed to blank out names of persons but their function has to remain clear (e.g. captain or ground technician).
  • To be sure we can make a good assessment of your flight situation, please ad a short explanation in plain English.
  • Add a clear time line of the event, including actions taken.
  • Please avoid company or country specific terms, codes or wording.
  • If documents contain specific codes or wording, please add an explanation.
  • Please ad a contact person including email address for further questions.

Suggested proof requested for specific root causes for which justification is requested

The proof required is dependent on the type of incident.

Unexpected, unavoidable technical failures of the aircraft causing the slot violation.

  • Flight crew report or similar
  • Aircraft flight log (flight performed)
  • Technical log
  • Relevant maintenance statement/history of technical part
  • Relevant inspection reports
  • MEL listing (Minimum Equipment List)
  • Manufacturing report (approved).

Technical failures, damage or compulsory checks due to external causes, causing the slot violation. External causes can include: bird strikes, lightning strikes, other damage due to severe weather, ash clouds, damage to the aircraft due to foreign object debris. Also damages caused by external third parties [not working on behalf of the airline which operates the flight]

Any Air Traffic Control (ATC) measures causing the slot violation.

Medical emergencies causing the slot violation.

Severe weather causing the slot violation.

Security reasons causing the slot violation.

Offloading of unaccompanied hold baggage due to Regulation (EC) 300/2008, unless that baggage has been either separated due to factors beyond the passenger’s control or subjected to appropriate security controls.

  • Proof that the situation occurred

Delays caused by late boarding of passengers with reduced mobility (PRM) by the airport authority in accordance with Regulation (EC) 1107/2006.

  • Proof that apart from PRM boarding the flight was ready to depart

  • Declaration of number of PRM on the flight, and the message regarding the requested PRM-assistance by the airline to the airport
