Approval standards for oxyhydrogen injection
Based on the EU Directive or ROSR article 2.19, paragraph 2, deviation of article 8.01, third paragraph is allowed under the conditions specified in these standards.
For ships intended for the transport of dangerous goods, based on ADN article 126.96.36.199, deviaton from ADN article 188.8.131.52.1 is allowed under the conditions specified in these standards. A request for both deviations have to be submitted to Netherlands Shipping Inspectorate. The oxyhydrogen injection system is deemed equivalently safe, when:
1. A complete set of drawings and diagrams of the unit, associated piping, electrical and other systems, shall be submitted to the involved classification society or recognized organization. All pipes and ducts shall be constructed of non-combustible materials. All parts shall be made of materials that will prevent static electric charging.
2. A description of the system, including the operation and maintenance instructions shall be submitted to the involved classification society or recognized organization.
3. For vessels that have a class certificate (voluntary or required by ship type), the installation shall be approved by the involved classification society.
Emissions and environment
4. Prior to installation of the system, a zero-measurement based on EN ISO 8178 measurements, is to be performed by an accredited test-lab, in order to give information about the emissions.
5. After installation, a second emissions measurement is to be performed to proof that the system is in compliance with the applicable emission requirements of the ROSR or the EU directive 2006/87/EG, depending on the certificate of the vessel.
6. In case the installation is changed, a new measurement in accordance with paragraph 4 above shall be performed.
7. The results of the measurements shall be reported by or on behalf of the ship’s owner and forwarded for approval to the involved classification society or recognized organization.
7bis. Article 4 to 7 above shall only apply to systems on board of ships where the engine is required to comply with emission requirements.
8. A risk analysis for the complete system shall be sent to the the involved classification society or recognized organization, including an overview of the persons involved in the assessment.
9. A system description, including operation and maintenance instructions shall be kept on board, in the language well understood by the crew.
10. The operation and/or malfunctioning of the oxyhydrogen installation and associated systems shall not obstruct the proper working of other systems necessary for the operation of the ship and the overall safety.
11. The engine manufacturer shall be informed that the engine is being equipped with an oxyhydrogen installation.
12. Oxyhydrogen gas may only be produced when the engine is running. The maximum quantity of oxyhydrogen contained in the complete system, including the gas in the ducts between the oxyhydrogen generator and the engine, shall not exceed a volume of 15 liter.
13. Oxyhydrogen shall not be produced under pressure. By an overpressure of 25kPa, the system shall automatically shut off and give an alarm. The system and all associated piping and ducting shall be designed, built and tested to at least 1 hPa overpressure. The temperature of the oxyhydrogen gas shall be continuously measured and when the temperature exceeds 80oC, the system shall automatically shut off.
14. A manual switch off shall be situated in the wheelhouse and engine room. When the system is placed outside the engine room, a manual switch off shall also be provided near the system.
15. Redundant sensors shall be monitoring the normal operational profile. Any abnormality in the oxyhydrogen system or an external alarm, such as a fire alarm, shall switch of the system.
16. The oxyhydrogen generating components shall be situated in a housing, equipped with a oxyhydrogen detection system at the highest point in the housing. The oxyhydrogen system shall be switched off by a concentration of hydrogen > 1% volume percent and an alarm is activated.
17. In case the engine air supply is directly taken from the outside, a permanent gas detection system shall be provided. The detection system shall automatically indicate the presence of explosive gases by means of direct-measuring sensors which actuate a visual and audible alarm when the gas concentration has reached 20% of the lower explosive limit. The sensors of this system shall be placed at suitable positions and directly below the deck. In case the oxyhydrogen system is placed outside the engine room, a gas detection system compliant with above mentioned requirements shall also be placed in that room.
18. After an alarm, the system shall not automatically restart when the alarm resets.
19. The manufacturer of the system shall send annually a report with disruptions and incidents to the Netherlands Shipping Inspectorate and the involved classification society or recognized organization.
20. The oxyhydrogen system shall be removed from the ship when the reliability cannot be guaranteed.
