Aircraft type training

After obtaining the basic Aircraft Maintenance Licence (AML), this can be endorsed with aircraft type ratings. The aircraft type rating training for a specific type of aircraft must be completed at a European Union Aviation Safety Agency (EASA) Part-147 approved training organisation. Type rating training usually includes theoretical training and practical training. For the first aircraft type in an AML category, On the Job Training (OJT) must also be completed at an approved maintenance organisation.

ILT approval

If it is not possible to follow the type training at an EASA Part-147 approved training organisation, you can apply for an individual approval for aircraft type training. The Human Environment and Transport Inspectorate (ILT) only grants this approval to holders of an AML issued in the Netherlands if it is not possible to have the training provided by an EASA Part-147 approved training institution. To apply for individual approval, use the Application for approval to conduct aircraft type training form. The form also contains an overview of all the documents required.

What requirements does your application have to meet?

You must submit a cover letter with your application. The cover letter must show why you cannot follow the training at an EASA Part-147 approved training organisation. In accordance with Article 66.B.130 of Part-66, the ILT only grants approval on a case-by-case basis. Your application can relate to the theoretical part of the training course, to the practical part of the training course or to both. The approval is issued with a beschikking (decision) for each training course. It states for which type of aircraft and for which persons at which organisation the training applies. After approval, you must inform the ILT when you are going to follow the type rating  training.

On-the-Job Training

You must complete an On the Job Training (OJT) in addition to the type rating training to gain endorsement for the first aircraft type in a given AML category.

The OJT must be approved by the ILT. This approval is done through the acceptance of a procedure noted in the exposition or manual of a maintenance organisation with its principal place of business in the Netherlands.

OJT in organisations without an ILT approved procedure

To complete an OJT at a maintenance organisation without an OJT procedure approved by the ILT, direct approval must be requested from the ILT. This usually applies to maintenance organisations that are located outside the Netherlands. However, this can also apply to maintenance organisations that are located in the Netherlands, but that do not have an OJT procedure approved by the ILT noted in their exposition or manual.

Applying for direct approval of OJT at the ILT

The direct OJT approval by the ILT is issued on a case-by-case basis. You can request this for 1 person or a group of people. You must first have approval before you can start the OJT. The ILT assesses the OJT procedure and the OJT log book. Some maintenance organisations based in EASA Member States have included an OJT procedure in their exposition or manual. If this procedure has been approved by the competent authority of the EASA Member State concerned, the ILT can take this into account in its assessment considerations. If the ILT accepts this OJT procedure, the decision will state how long and under what conditions the decision is valid.

When processing the application, the ILT may decide to carry out an on-site audit and/or participate in the final assessment. In the case of an OJT that has been conducted outside the Netherlands, any travel and accommodation expenses for this will be borne by the applicant.

OJT final assessment

As described in EASA Part-66, the ILT can decide to participate in the OJT final assessment of. Therefore, the ILT must be informed well in advance of the planned date of the final assessment. For OJT final assessments that take place at an airport in the Netherlands, a notification period of at least 4 weeks applies. For OJT final assessments outside the Netherlands, this notification period is at least 8 weeks. If, for example, it is not possible for the ILT to be present at the final assessment outside the Netherlands within the set notification period due to travel or visa restrictions, the ILT may decide to extend the notification period.

You can request a final assessment using the Aanvraag On-the-Job training eindbeoordeling form. There is a fee associated with this application. This can be found in the Regeling tarieven transportsectoren (Transport Sectors (Fees) Regulations, in Dutch). In the case of a final assessment being held outside the Netherlands, any travel and accommodation expenses for this will also be borne by the applicant.
