Submitting an EWSR notification in the Netherlands
You can submit your EWSR notification in the Netherlands through the Human Environment and Transport Inspectorate (ILT) using the MijnILT web portal. The steps to follow are outlined on this page.
The European Waste Shipment Regulation, EWSR is known as Europese Verordening Overbrenging Afvalstoffen, EVOA in the Netherlands.

How to apply for an EWSR notification through the ILT

For companies with a KVK number
- Log in to MijnILT using an eHerkenning. If you do not yet have an eHerkenning for your organisation, apply for one through the eHerkenning.nl website.
For companies outside the Netherlands without a KVK number
If you are unable to apply for an eHerkenning because your company is based outside the Netherlands and does not have a KVK number, you can use the Digital Notification Advisor, DNA Tool (in Dutch). This online tool enables you to complete and print a kennisgevingsdocument (notification document) and vervoersdocument (movement document).
- Request access to the ILT’s DNA Tool by sending an email to dna-evoa@ilent.nl. Include your company name and email address as well as your Vervoerders, Inzamelaars, Handelaars en Bemiddelaars van afval, VIHB registration number (in Dutch) as handelaar (dealer) or makelaar (broker). You can register for a VIHB number through the Nationale en Internationale Wegvervoer Organisatie, NIWO (National and International Road Haulage Organisation).
- You will be sent a set of kennisgevingsnummers (notification numbers). You may only use each number once.
- If you have already received a set of notification numbers you can log in to the DNA Tool using your company name.

- In MijnILT, go to the “Nieuwe aanvraag of melding” blue block.
- Select the “Aanvraag EVOA kennisgeving” form.
- You will instantly receive a notification number (see below under “Notification number”).
- Fill in the notification document. If you require further details on how to fill in the notification document, go to Part I of the Guidelines for completing an EWSR notification document.
- Once completed, print the notification document. You can only print the form once all the blocks have been filled in.
- Sign the notification document.
- You now have a completed notification document. This is the document that the relevant authorities require for processing your request for a waste shipment. See also the step below: “The ILT assesses your submitted notification document”.
Notification number
As soon as you start a notification application in MijnILT, you will receive a unique notification number for that notification. This number will automatically appear on the notification document and on the movement document. Both documents are in English.

You must enclose certain documents with the signed notification and movement document. These include but are not limited to the bankgarantie (bank guarantee), routebeschrijving (route description) and information on the composition, origin and processing of the waste.
- Clearly structure your notification document submission: number the annexes and add an appendix.
- For repeated notification submissions (identical notifier, producer, processor and waste stream), include the number of the previous notification document.
- If the ILT has asked you for further information for a repeated notification, then put this information with the new notification document.

Go through the entire notification document again in MijnILT or the DNA Tool and check that all the blocks are filled in. If anything has been filled in incorrectly amend the details and print and sign the notification document again.

Sending supporting documentation using MijnILT
You can upload the notification document, the supporting documentation and the movement document in MijnILT. You can only upload pdf files (per topic maximum 10 MB, total maximum 30 MB)
Sending supporting documentation using the DNA tool
For notification applications using the DNA Tool you can send the supporting documentation using the uploadformulier voor EVOA-bijlagen (in Dutch) or send them by email to dna-evoa@ilent.nl
Bank guarantee: send by registered letter
You cannot submit the original bank guarantee online. You must send this document by post as a registered letter.

If the authorities involved other than the ILT want to receive documents by post, you must send all documents by post to the ILT. The ILT will forward the documents.
Sending supporting documents to other authorities by email or online
If the authorities involved other than the ILT wish to receive the supporting documentation by email or have them uploaded online, you are responsible for checking whether electronic submission to the other authorities is permitted.

After receiving your notification document and relevant supporting documentation, the ILT checks whether the submission is correct and complete. If something has not been filled in correctly, data or supporting documentation is missing or certain information is not clear, the ILT will contact you.

If your notification submission meets all the requirements, the ILT forwards the notification document and relevant supporting documentation to the relevant authorities as listed in block 15 of the notification document (both to the country of destination and any transit countries).

All authorities involved review your notification submission to confirm that it complies with all laws and regulations. If it does, and the submission is complete, the relevant authority in the country of destination sends you an acknowledgement of receipt.
You will not be authorised to ship the waste until all relevant authorities have issued a positive decision. The whole process from submitting the application to issuing the decisions can take up to 3 months.
