Expected processing times
The services related to the certification of pilots (FCL), air navigation service providers (ATCO, FISO and ASO) and aircraft maintenance engineers (AML) in the Netherlands were transferred from Kiwa Register (Kiwa) to the Civil Aviation Authority the Netherlands (CAA NL) on 1 June 2025.
According to the Algemene wet bestuursrecht, Awb (General Administrative Law Act, in Dutch), the Government of the Netherlands must make a decision within 8 weeks of receiving the application. For FCL applications, CAA NL may extend this period to 16 weeks: the legal period of 8 weeks plus an extension of 8 weeks. If this extension is necessary for your application, CAA NL will notify you.
