Converting or validating an ICAO helicopter pilot licence
If you hold an ICAO helicopter pilot licence you can convert it into or have it validated as equivalent to an EASA helicopter pilot licence. You can apply for a conversion or request validation of your helicopter pilot licence in the Netherlands through the Civil Aviation Authority the Netherlands (CAA NL), part of the Human Environment and Transport Inspectorate (ILT).

Required attachments
You must upload several attachments with your online application. To apply to convert your ICAO helicopter pilot licence, you will need:
- A copy of your current valid passport.
- A copy of your Class 2 medical certificate. Read more about medical certificates for pilots (in Dutch).
- A copy of your theory exam results for Air law and Human performance.
- A copy of your valid language proficiency endorsement (LPE):
- on your current licence, or
- in the form of your LPE certificate. If you attained your LPE certificate outside the Netherlands you must submit a copy of the Language Assessment Body (LAB) approval.
- A copy of the results of your Private Pilot Licence (PPL) skill test.
- Copies of pages from your logbook with your signature. These pages must show that you have at least 100 flying hours experience as a pilot.

Please note: you must enter your name and place of birth exactly as shown in your passport or other valid form of identification.
For acceptance of an ATPL(H)
Apply for the acceptance of an ATPL(H) using the online form Aanvraag bewijs van bevoegdheid of bevoegdverklaring(en) vliegtuig, helikopter, ballon en gyrokopter (in Dutch). In the form, select: 1e afgifte van een bewijs van bevoegdheid, Helikopter (H) en Airline Transport Pilot Licence (ATPL).

Costs
The conversion or validation of an ICAO or FAA pilot licence costs €79.
The acceptance of an ATPL(A) costs €680.
These amounts are legally determined in the Regeling tarieven transportsectoren (Transportation Sectors Tariffs Scheme, in Dutch). You do not have to pay VAT on this amount.
Please note: If your employer is covering the costs you can indicate this during the application process. Please request authorisation from your employer for this and upload the completed and signed authorisation form as an attachment to your application.
After submitting your application
- You will receive an automatic email confirming that CAA NL has received your application.
- You will receive a payment request by email. Please pay within 4 weeks of the date on the payment request.
- If any information is missing, CAA NL will ask you to provide additional details.
- Once your application is complete and the fee has been paid, CAA NL will begin processing your application.
- CAA NL will take approximately 30 working days to process your application.
- You will receive the decision by email, along with an acknowledgement of payment for your records. If your application is approved, you will receive your new licence.
