Long Range Identification and Tracking (LRIT)

For the Long Range Identification and Tracking (LRIT) of sea-going vessels is equipment required.

It concerns SOLAS requirements that are applicable to:

  • (high-speed) passenger vessels
  • (high-speed) cargo vessels of 300 Gross Tonnage and upwards
  • mobile offshore drilling units

Exempted are ships fitted with an automatic identification system (AIS) operating exclusively in sea area A1.

Type approved equipment

Type-approved equipment shall be used for LRIT. Existing radiocommunication equipment, such as various types of Inmarsat-C terminals, can often be adapted to LRIT in a relatively simple manner. The testing of the equipment shall be performed by so-called 'authorized testing ASP’s' (Application Service Providers).

So far the following testing ASP’s are qualified:

More information on the equipment can be found in the documents below.

Provide appropriate ship data

In order to have LRIT function properly, it is necessary that the ship data registered at the LRIT Data Centre are correct. It is the ship owner’s responsibility to provide for appropriate and up to date data.

The data must be provided for by sending a digital copy of the LRIT Conformance Test Report. This report must be sent in case of a new ship, flag in of a ship or any mutation in the ship data or LRIT equipment.

When a ship is flagged out or taken out of service, an email must be sent including the country of destination.

The LRIT Conformance Test Report must include the following data:

  • Name of ship
  • Call sign
  • IMO
  • MMSI
  • Type of LRIT communication system
  • Serial number
  • Terminal ID (i.e. Inmarsat number)

A digital copy of the LRIT Conformance Test Report or the message concerning the flagging out of a ship must be sent to:

Radiocommunications Agency
Spectrummanagement-Safety
e-mail info@agentschaptelecom.nl

Procedures to make LRIT-equipment operational (again)

The causes of not -or not correctly- reporting LRIT-equipment may be found in the equipment (software or sensor such as GPS), in obstruction of the signal by the environment, in human actions, etc.
The EMSA has established procedures to render the LRIT-equipment operational (again). You find these procedures below in 'Procedures to improve ship integration and ship reporting'.

Attention: After completion of the conformance test by the authorized testing ASP the LRIT equipment shall be kept in operation and shall not be turned off or logged out, in order to guarantee a successful integration in the LRIT system.
Switching off the LRIT equipment is only allowed in exceptional circumstances (see  the Leaflet LRIT below) in the case of which the Dutch Coast Guard shall be informed.

The Netherlands Shipping Inspectorate advises ship owners not to instal LRIT equipment on:

  • vessels smaller than 300 GT (except passenger ships)
  • vessels equiped with an Automatic Identification System (AIS) that exclusively sail in Sea Area A1
