Passengers Liability Certificate
The owner of a seagoing vessel registered in the Netherlands or the bareboat operator of a seagoing vessel registered in the bareboat registry and which is certified for the transport of more than 12 passengers is required to maintain insurance or other financial security to cover liability for loss or damage due to passenger injury or death. The same requirement applies for seagoing vessels used for national shipping in trade areas A, B, C, and D.
The Human Environment and Transport Inspectorate/Netherlands Shipping Inspectorate issues Passenger Liability Certificates to show that shipping companies are insured for the abovementioned loss/damage.
Procedure
An assessment will be made as to whether the seagoing vessel is a Dutch vessel. In this case, the Human Environment and Transport Inspectorate/Netherlands Shipping Inspectorate will be familiar with the details of the vessel. An assessment will also be made of the copy of the agreement to provide financial security. This copy should include the name of the party providing the financial security and the location of this party’s head office, and, if necessary, the office where this security is provided. The start date and end date of the financial security must also be included on the copy.
How do I apply for the certificate
Use the Form: Application for additional certificates for merchant ships to request the Passengers Liability Certificate. A copy of the insurance certificate must also be submitted.
Processing time
If you have submitted a correctly completed request form that contains all of the necessary information and required documents, you will receive the requested certificate within an average of ten days.
