Seagoing cargo ships of 300 GT or more, seagoing passenger ships and mobile offshore drilling units flying the Dutch flag must have an approved Long Range Identification and Tracking (LRIT) system. As a ship owner, you must make sure the Human Environment and Transport Inspectorate (ILT) always has the correct LRIT details.

Ships below 300 GT and ships with an Automatic Identification System (AIS) operating exclusively in sea area A1 are not required to have an LRIT system.

When to provide the ILT with LRIT information

LRIT systems allow coastal, port and flag State authorities to track and localise ships globally. As a ship owner, you must provide the ILT with up-to-date LRIT information when you are:

  • Building a new seagoing vessel to fly the Dutch flag.
  • Buying or flagging in a seagoing vessel.
  • Changing the vessel’s particulars.
  • Modifying the LRIT equipment.
  • Deregistering a ship or taking it out of service.

Please note: if you are deregistering a ship or taking it out of service, include the destination country in your email.

Which LRIT information is required

The ILT must always have the following up-to-date LRIT information:

  • Ship name
  • Call sign
  • IMO number
  • MMSI number
  • Communication system used for LRIT
  • System serial number
  • Terminal ID number of the recognized mobile satellite service
  • Company Security Officer details

You can report a change to the contact details of the Company Security Officer via the Aanmelden of wijzigen Gegevens Company Security Officer (CSO) online form (in Dutch).

How to obtain an LRIT conformance test report

To prove that your LRIT equipment complies with internationally established standards, you must obtain a conformance test report from a designated inspection body, known as an authorised testing Application Service Provider (ASP). You must submit the conformance test report to the ILT by emailing lrit@ilent.nl.

Authorised testing ASPs

The following Application Service Providers (ASPs) are authorised to test LRIT equipment for ships flying the Dutch flag:

How to use LRIT equipment

Following the conformance test, the LRIT equipment must be switched on at all times for proper integration into the global LRIT system. LRIT equipment must not be turned off or logged out, except in exceptional cases, which must be reported to the Kustwachtcentrum (Netherlands Coastguard centre).

If LRIT equipment is not reporting correctly, see the European Maritime Safety Agency (EMSA) procedures for ship creation, integration and reporting to restore functionality.
