IMDG inspections
The Human Environment and Transport Inspectorate (ILT) monitors whether the transport of dangerous goods by sea complies with Maritime Dangerous Goods Transport Regulations. This includes the International Maritime Organisation (IMO)'s International Maritime Dangerous Goods (IMDG) Code.

The ILT carries out inspections of companies that transport or have transported dangerous goods by sea. ILT Inspectors also carry out inspections on ships at quays and inspect cargo at seaport terminals. For safety reasons, the ILT inspector first carries out a gas measurement in the container. If the situation meets ILT safety standards, the inspection is carried out. The ILT inspects 3 types of transport in and from ports in the Netherlands:
- Containers (ship)
- Roro (roll-on-roll-off, such as loaded trucks on ships)
- Offshore (to and from drilling rigs)

Measures taken for breach of the IMDG Code
When the ILT identifies a breach of the IMDG Code during an inspection, the ILT inspector may take legal action. You can see an overview on Interventiestrategie gevaarlijke stoffen zeevaart (only in Dutch).
For common and minor offences, you immediately receive a fine or a summons to attend the hearing. The Officier van Justitie (public prosecutor) issues the fine.
Tips
Some tips for the transporter:
- Use the IMO guidelines for proper securing of cargo in containers and trailers, namely the CTU Code.
- When filling tanks, make sure that the tank is suitable, check the quality of the valves and check the proper degree for filling.
- When you receive goods, make sure to check for compliance with transport legislation and respond if differences are found.
When things go wrong
