Yes, all movements without a slot (NO-RECS) fall within the Policy regarding misuse of slots. Government flights, emergency landings and humanitarian flights are excluded.
If the ILT investigates any operation without a slot, the airline will always be summoned to respond to an information request by the ILT by e-mail. It is the airlines responsibility to register a dedicated e-mail contact with the ILT.
