Questions and answers about the revised EWSR

From 21 May 2026, you will need to submit your notification through DIWASS, the European Commission's new digital reporting system. From that date onwards, you will no longer be able to use MijnILT nor the Digital Notification Advisor tool (DNA tool).

DIWASS stands for Digital Waste Shipment System. This is the European Commission’s (EC) digital reporting system for submitting and processing EWSR notifications.

You can find more information about the DIWASS Implementing Regulation on the EC’s website. It explains how organisations and competent authorities should use the system.

More technical details about the data you need to enter can be found in the annex to the DIWASS Implementing Regulation.

From 21 May 2026, you can use DIWASS for:

• Submitting notifications
• Receiving approvals from competent authorities
• Reporting shipments covered by a notification
• Reporting shipments of waste covered by Annex VII (the green list).

DIWASS will be accessible through:

• The DIWASS website
• An API link (Application Programming Interface).

The European Commission will provide introductory videos and technical documentation on how to access DIWASS. Information on how to use the API will follow at a later date.

In the spring of 2026, you can request access to DIWASS from the European Commission (EC). 

For organisations established in the Netherlands, the Human Environment and Transport Inspectorate (ILT) will assess these requests and grant access to DIWASS. The EC will provide further details on the application procedure at a later date.
 

You can still submit a notification under the current procedure until 21 May 2026. 

Please note: the notification may only be used if the acknowledgement of receipt (stamp in block 19) has been issued before 21 May 2026.

As an EWSR notification procedure can take a few months to process, it is advisable to submit an application before 21 February 2026, but certainly no later than 31 March 2026. 

In that case, you must resubmit your notification using DIWASS. 

Please note: you will receive a new notification number which means that you may need to amend your contract and bank guarantee.

If you have received permission from all the authorities involved:

• You may ship waste until 20 May 2027 at the latest (depending on block 6 of the notification document). You report the shipments as you are currently accustomed to doing.
• The declaration of non-interim recovery or disposal (stamp in block 19) must be submitted before 21 May 2027.

If you have received permission from all the authorities involved:

• You may ship waste until 20 May 2029 at the latest (depending on block 6 of the notification document). You must report the shipments in the same way as you are currently accustomed to doing.
• The declaration of non-interim recovery or disposal (stamp in block 19) must be submitted before 21 May 2029.
