Why is there no guaranteed reaction time limit for the ILT regarding to the slot enforcement?

As slot enforcement is a demand driven process, it is not possible to guarantee a response time. Also investigations might require verification with data from third parties, which might take longer. The Human Environment and Transport Inspectorate (ILT) however commits to deliver a reaction as soon as possible, by indication within one week.
